Elizabeth Van Nostrand, JD is an Associate Professor in the Department of Health Policy and Management at the University of Pittsburgh Graduate School of Public Health, with a secondary faculty appointment in the School of Law. Van Nostrand currently leads and collaborates on research projects analyzing the impact of interventions given to individuals arrested for drug misuse, evaluating local health department strategies to address the opioid crisis, identifying emergency preparedness laws implicated in the COVID-19 epidemic, and creating a public health informatics tool for disaster response volunteers. She currently teaches Public Health Law and Ethics (Pitt Public Health and School of Law), Professional Development (Pitt Public Health), Law in Public Health Practice (Pitt Public Health), Health Care Law (Executive MBA Program, Katz Business School), and Professional Development (Pitt Public Health). She currently directs the Department of Health Policy and Management’s MPH, JD/MPH, Practicum, Admissions, and Professional Mentorship programs. Van Nostrand was recently appointed as the Director (Interim) of the Center for Public Health Policy where she initiated new research and experiential learning opportunities focused on population health in rural communities. She is also the co-author of three bench books on emergency preparedness law. Previously, she was an attorney specializing in litigation with the United States Department of Agriculture in Washington, DC, Thompson & Knight in Dallas, Texas, and several small law firms in New Orleans, Louisiana. She remains an active member of the Louisiana Bar.
